WHAT: Very cold wind chills between 10 and 20 below expected.
WHERE: In Illinois, Clinton IL, Washington IL, Monroe IL,
Randolph IL, and Saint Clair IL Counties. In Missouri, Lincoln MO,
Saint Charles MO, Saint Louis City MO, and Saint Louis MO Counties.
WHEN: Until noon CST today.
IMPACTS: The cold wind chills between 10 and 15 below zero could
result in hypothermia or frostbite if precautions are not taken.
