WHAT: Very cold wind chills as low as 28 below zero.
WHERE: Portions of northwest and west central Iowa, southwest
Minnesota, and east central and southeast South Dakota.
WHEN: Until 10 AM CST this morning.
IMPACTS: The dangerously cold wind chills as low as 30 below zero
could cause frostbite on exposed skin in as little as 30 minutes.
ADDITIONAL DETAILS: Light winds are limiting the coverage and
persistence of the coldest wind chills, but with air temperatures
as cold as 10 below to 18 below zero, even a slight breeze will
produce periods of dangerous wind chills.
