WHERE: A portion of Southwest California, including the followingareas, San Diego County Coastal Areas, San Diego County Deserts,San Diego County Mountains and San Diego County Valleys. WHEN: Until 1 AM PST Thursday. IMPACTS: Excessive runoff may result in flooding of rivers,creeks, streams, and other low-lying and flood-prone locations.Flooding may occur in poor drainage and urban areas. ADDITIONAL DETAILS: - An Atmospheric River will likely bring widespread moderate toheavy rain to the area today. Heaviest most widespread rainis expected through this evening.
